The BSAFE® program was developed in May 2003 in Helena by two AmeriCorps VISTA members after months of research on Individual Development Accounts and other existing programs. The two VISTAs sought out community members who would bring resources and expertise in the areas of asset development, financial education, and domestic violence issues. These community members and organizations formed the Helena Advisory Council, which continues to help and guide the BSAFE® Program.
Through various outreach efforts, BSAFE® has fostered strong partnerships with other community organizations. By the fall of 2004, the BSAFE® Program had enough funds through grants and donations to accept three participants. Local community agencies referred potential applicants to the Program. BSAFE® then continued to fundraise for match funds and continued to enroll participants.
In July 2006, the BSAFE® Program expanded to include the Missoula community.
In May of 2007, the BSAFE® Program celebrated its first graduate, a resident of Helena. After completing the educational and savings requirements, this participant used her funds to expand her small business in Helena and for technological upgrades to her business equipment.
In November 2007, another Helena resident graduated and used her funds to purchase a brand new home. In addition to her BSAFE® funds, she was able to leverage other housing programs like the Gr8 Hope Program to finance her home purchase.
In January 2009, the BSAFE® Program expanded statewide providing survivors of domestic violence throughout Montana with the opportunity to save for homeownership, higher education, and small business development.
Most recently, a participant in BSAFE® used her savings and purchased an Apple Computer. This computer will be integral in helping her achieve he overall goal of graduating from the University of Montana.
